Outrage Over Prison "Riots"

Senator De Lima, who I wrote about previously, is speaking out about the Bilibid riots in the Philippines. In one of the most secure prisons in the Philippines, one man was killed and 4 others were injured. De Lima believes this is the work of Duterte, and that he is attempting to make a case against her. As I've said before, this paper is allegedly sided with the Palace government, yet this time it does not make quite as big of a defense of Duterte. However, near the end of the piece, there is a quotation in Filipino. This is interesting because the entire article is in English except for this quotation. I did a rough translation over the internet, and it doesn't appear as though this is impossible to translate into English. This aspect is just confusing to me, because the quotation is also nothing crucial to the story (De Lima talks about how she's not a coward). It's just a very strange thing to selectively not translate.
